Removed all other HDD from PC.
Loaded from installation media (flash).
used
'diskpart' to reassign drive letters properly
'BootRec' /fixmbr , /fixboot , /ScanOs , /RebuildBcd
and it did the job

for error "BOOTMGR is missing"
need to start from windows installation media and run in cmd:
copy "D:\bootmgr" C:\

this is how Windows 7 can be started from the only one volume left on disk
this volume partition must be set to active

try with Windows 10
bcdboot C:\Windows /s D: /f ALL
and it become bootable
